Replays/ghosts used to be attached to all LB times posted up when the game was released, T10 changed it though so only the top 100 show a replay/ghost. This is why the normal LB are fragmented with replays/ghosts.
If you look into the rival events however, those still post a replay/ghost up for anyone who has a harddrive attached to their 360. If a person is using a 4gb 360S or has an older 360 with only a memory unit attached, no replay/ghost will show for that user in either the LB or the rivals section.

If you have a 4gb 360s or an older 360 without a harddrive, you should still able to see replays posted up on the LB I believe; They should be loaded server side. Not sure if ghosts can be loaded however, as I have always had a harddrive attached to my 360. My original console was a day one 360 premium with the 20gb hdd, which I used till it red ringed 3 years after purchase. Microsoft repaired that unit at their expense however, but I went out and got a 360 arcade to replace it and sold the refurb unit when I got it back. Before FM4 came out I replaced the HDD with the 250gb, as I knew I didn't have the space left for the FM4 + DLC.

On the flip side, I cam't save replays.

I just started I'm pretty sure my first car was a FD pushing 5:03 NDH but now i'm just under 5 minutes in my S14
