If you're lucky you might find Initial D Arcade Stage Version 3 in an arcade or theatre near you but Versions 5-7 are almost exclusive to Japan.

Yeah it's like Kraze said, you might find a version 3 at a random arcade if you're extremely lucky, but even then the driver card printer probably won't be in working order and the game is pretty useless then. You can import version 4 for PS3, but it's all in Japanese and version 4 was the worst by far.
They'll never be popular in the west again because they're designed with Japan in mind, with online battles and leaderboards being implemented in versions 5-7. Most arcade owners won't import a racing game for 10,000$ that's entirely in Japanese, and has half the features locked simply by virtue of being outside of japan.
Actually, if you live in California, I heard there's one at an arcade someone. You might be able to find it if you look around!

Arcades are pretty much dead because of online gaming on consoles. Luckily i've got version 3 near me and they serve beer lol
