Does tire pressure tuning actually matter if you run in normal?

Erm yeah I would say so because in normal the tires still heat up and the psi that you set the tires at controlles how fast they heat up

yea it becomes more apparent when tuning with sports or lower tire compound and with big tyrewalls

After tuning my psi correctly I dropped 1.5s in my times with nearly every car so yeah.
