Practice > tuning. I would say don't touch the tune until you can run 4:43-4:41s or less since a tune won't make any difference for you as long as you're running above the 50s mark.

Don't worry about dirty laps. Seriously don't worry at all, clean laps only really have value when you're aiming for top spots on the leaderboard (like top 100 or better).

In my opinion, the best way to learn the mountain is in a 100% stock and untuned car; but that is my view for any track in forza. You learn to use the cars default balance and attributes/flaws, you learn better brake and throttle control, and you end up becoming a far better driver in forza. It is also part of that "dont run before you can walk" stuff as well, which I have seen a ton of people do in forza a thousand and one times over. Practice is absolutely the key to forza, and trying to tune and learn to drive a difficult track like Fujimi just compounds the issue.

Also, you will be surprised how well some of the cars in their non upgraded state will run; for example the Nissan Silvia S15.

Also, drifting the mountain can help you learn a few tricks also. By doing so, you can learn to keep the car under control in most circumstances.

Agreed with KraZe and Ialyrn. I would personally just throw the upgrades on the car or at least the essentials like race tires and upgrade brakes.

Just knowing the mountain makes a ton of difference. I played nothing but Fujimi Kaido New Downhill in Forza 3 for mainly drifting then Touge in Forza 4. So I am very familiar with the track.
Just knowing what speed is achievable in certain, what line is best suited for each situation, how close you can get to the wall without hitting. I think knowing your track is a huge factor on being fast.

Combining track knowledge with a car you know and are comfortable with is when you start to hit those low times. Personally I was hitting 40s before I touched the fine tuning of my car and I know its similar with KraZe and a few others.

Everyone above me is right, practice over tuning. I would make one tuning suggestion, though: Leave everything default but try fiddling around with the limited-slip differential (between 10% and 50% for accel and 5-30% for decel). A good differential can boost your lap times, but only if you learn the track first.

Ah okay ive got my decel at 26%(not even sure what it does) and accel at 4% cause i didnt want too much oversteer

The diff controls how the separate wheels spin (Lower sensitivity means higher difference in spin between the tires). A high decel means the tires don't have a big speed difference, so the car understeers more. You usually want your decel lower than your accel setting, but it's up to you.

In an rwd does decel lower then accel apply to anything? and what does accel do?

Lower decel means you can turn in faster. And Accel allows your two power tires to spin at different speeds, whivh allows it to turn faster. A higher accel locks the tires much sooner, which is only really good for understeer.

And in accel what makes more oversteer

No, lower accel means the LSD locks very slpely, so both wheels spin pretty much however fast they want.

@ Obelisk: I am only saying this because I do A LOT of drifting in forza. If you want to aid in promoting oversteer, you set the accel higher in the diff. This is how you simulate a locked (welded) diff within forza, by having both accel and decel at 100%; very useful for drifting. If you wont to simulate not having a diff at all, you set it at 0% for both accel and decel. If you want to promote better throttle response out of a corner for grip racing, you lower the accel. The only time you want a higher accel in grip racing, is when using a front wheel drive car; as it can help to reduce throttle induced steering. On occasion, it can also help with understeer to a point. The Decel you usually want higher, as it can help with lift off induced oversteer. My grip focused NSX in forza 4 for example, I have the diff set at 15% accel, and 40% decel; it runs great with those settings. The Diff is the last thing that should be adjusted in a grip focused car however, as it is more beneficial to concentrate on the ARB's and suspension setup first.

^Ironically, I use the diff first in GT6 and I usually end up doing better than if I adjust the ARBs and suspension settings first.

Thats only because you are not the best at tuning in forza or GT, you have proven that many a time. I am not saying that to be mean, it is just very clear from the misinformation you often give out to people seeking advice. It is great you want to help people out, but I highly suggest heading over to the forza forums and reading TG Wormburners tuning guides. I would also suggest heading over to GT planet, where you can get more advice on tuning specifics for Gran Turismo. Ive built up my knowledge with both games over the years, I have been playing them since the very first games; and not much has changed tuning wise in any of them. However, both Forza and GT have their own tuning "quirks". Such as a fair few cars in forza responding to rebound as high as possible, and a bump as low as possible; which wouldn't work well in the real world. But that is more a fault within the games physics engine. GT has its own set of oddities as well, so its not just a Forza issue. Going to the places I suggest will greatly aid you. Not only in improving yourself, but in also help you to provide better advice to other people.

A low accel and medium decel is best.  I use 6% accel / 28% decel on all my cars and work relatively great.
